This Plan for Project Haas was developed in
Toronto Canada in 1993 by Dennis Pearson and
a NSS Special Committee headed by Greg
Allision of the Alabama HALO L5 Society


(1) DESCRIBE THE PROJECT IN 50 WORDS
OR LESS:

Project Haas seeks to provide mid-winter
activities and holiday decorations at certain East
Allentown facilities from late November to
Early or Mid January.

(2) LIST PROJECT GOALS

... Develop an annual event that would reflect
positively upon East Allentown.

... Develop an annual event that would boost
participation in the work of the East Allentown
/ Rittersville Neighborhood Association.

... Develop an annual event that would
encourage homeowners, tenants and
businessmen to display holiday decorations on
their premises.

... Develop an annual event that would
encourage an attitude of cooperation and trust
between the neighborhood organization and the
City of Allentown.

... Develop an annual event that would
encourage an attitude of cooperation between
the neighborhood organization and the
Allentown School District.

... Develop an annual event that would raise
awareness of the planetarium and secure for the
planetarium a sustained future of quality
programming and infrastructure.

(3) SHOW RELATIONSHIP TO
NEIGHBORHOOD GOALS

The aim of the neighborhood association is to
preserve and maintain elements of the
neighborhood that contributes to a strong and
healthy neighborhood environment. And to
work for improvements that would promote a
stronger and healthier neighborhood
environment. Project Haas by promoting
enhanced community cooperativeness and spirit
is in agreement with neighborhood goals.

(4) DESCRIBE HOW THE IDEA EVOLVED

Kenneth W. Haas, before he died, was an active
member of our neighborhood association. It so
happened that Haas took a bus trip to Wheeling,
West Virginia and discovered a place called
Oglebay Park which had extensive mid-winter
holiday decorations. Mr. Haas was very
impressed by the community spirit exhibited in
developing the decorations. High Schools had
assisted in its set-up and tear down. Haas
desired to do the same in Allentown. Thus, he
brought the idea up to the Board of the East
Allentown / Rittersville Neighborhood
Association ... The Board authorized the officers
to begin the planning process for the event.

(5) LIST MAJOR PROJECT STEPS

a) Appoint committee to plan the event.

b) Seek permission from City of Allentown to
plan for use of one or more East Allentown
facilities.

c) Determine what City of Allentown East Side
facilities would be used for event.

d) Hold 1 or more workshop brainstorming
sessions to develop a decorative design concept
plan for facility or facilities chosen for event.

e) Hold 1 or more workshop brainstorming
sessions to develop plan for funding the event.

f) Enlist volunteers to fund-raise, promote,
set-up, secure, and teardown event.

g) Contact targets of fund-raising campaign

h) Make arrangements for ordering, delivery,
installation and storage of equipment need to
implement decorative design concept plan.

i) Enlist support of media in advertising and
promoting the event.

j) Conduct follow-up activity to critique the
event and make recommendation for the event
next year.

6) HOW OPERATING EXPENSES OF
PROJECT HAAS WILL BE TAKEN CARE OF

a) Donations from the public

b) Donations from small businesses

c) Grants from corporations

d) Grants from foundations and government

e) Sales Promotions

f) Equipment donations from the public, small
businesses, corporations and/or government

g) As many volunteers as possible to assist in
set-up, teardown and security monitoring.

7) PITFALLS TO SUCCESSFULLY
ACHIEVING PROGRAM

a) The Project may be considered too big for our
little organization to manage.

b) Media and government support --- level of
interest.

c) Will Manpower be sufficient--- must depend
on volunteers / high school students and/or
neighbors

d) Finances --- donors may be reluctant to
entrust funds to our little organization ... Cost of
project may run from $400 at low end to
$25,000 at high ... Cost of project will be
determined by final decorative design concept
proposals

8) LIST AREAS WHERE EXPERTISE IS
REQUIRED

a) Grant writing and/or fund raising

b) Publicity -- promotion of event

c) Management of volunteers

d) Specialized skill in carpentry and electricity

9) SCHEDULE FOR IMPLEMENTATION
OF PROJECT HAAS 2009-2010

a) All pre-planning and substantial fund raising
should be completed by mid-October 2009...

b) From the moment the go decision is made for
the project -- the event should be heavily
promoted to the community and region....
Mid-October. 2009.

c) Assembly activity should be commenced the
early part or middle part of November.

d) The festival and related events runs from mid
to late November to early to mid January ...
Reservations for planetarium shows go through
Gary Becker at Dieruff High School.

e) Dis-assembly activities commence after the
conclusion of event.

f) Series of meeting after the event concludes to
make critique of event.

10) FEASIBILITY OF PROJECT
.... Planetarium shows by reservation will be run
during proposed festival period.... The project
has support among neighbors surrounding the
park ... And among family and people who
knew Ken Haas.... Current concept design has
us placing white lights around the perimeter of
the fenced in swimming pool ... Placing red and
green or multi-color lights around the perimeter
of the under side of the roof of the swimming
pool. And a free standing exhibit mirroring the
design on the PP & L building facing east. The
white lights symbolize Ritterville's historical
connection with our neighbors who live in the
Rittersville section of Bethlehem. The
multi-colored lights represent the diversity of
Allentown's population and the free-standing
exhibit represent the Lehigh Valley region ...
Neighbors also desire to decorate the line of
trees along E. Tilghman Street with white
lights... The project will be continued in
2009-2010 ... If continued in 2009-2010 we
hope it will continue and be expanded in
2010-2011 ... If not achieved in 2010-2011 it
will be again pursued for 2011-2012... The point
is whether small or big we want to renew the
project in 2010-2011 so we can have an increase
in participation and support in 2010-2011 ...
The neighbors on East Tilghman Street
definitely want to decorate the trees lining E.
Tilghman Street ... But they have not done it
thus far .Whether these trees  are decorated or
not... Neighbors will reciprocate with their own
decorations of their homes ...With some
admittedly beings better then our own project.
Some neighbors have already been decorating for
years.
